Dr. Carson McPherson is Chief Executive Officer of ROSC Solutions Group Inc. (RSG), where he provides strategic and operational leadership across the organization and oversees the development, implementation and delivery of recovery-oriented systems, services and programs across Canada.

Carson brings extensive experience in addiction treatment, health system development, education and organizational leadership across both the public and private sectors. His career has included serving as CEO of Cedars at Cobble Hill, a 75-bed residential addiction treatment centre in British Columbia, as well as designing and implementing large-scale hospital-based addiction programs and operating supportive recovery housing.

Throughout his career, Carson has worked at the intersection of treatment, recovery, health care, education and community development. He has played a significant role in advancing recovery-oriented systems of care, helping governments, service providers and communities move beyond episodic models of treatment toward more integrated approaches that support individuals over the long term.

His work has included the development of recovery communities, peer and recovery coaching models, workforce education, treatment and continuing care services, and system-level strategies designed to strengthen connections between clinical care, community supports and lived experience. He has worked closely with governments, Indigenous organizations, health system partners, not-for-profits, service providers and people with lived and living experience to design approaches that are locally responsive, culturally informed and grounded in dignity, choice and recovery.

As CEO of RSG, Carson leads the organization’s broader strategy while supporting the translation of evidence, lived experience and proven recovery approaches into practical models of care. His work focuses on building sustainable infrastructure, strengthening workforce capacity and creating stronger connections across treatment, corrections, health and community systems.

Carson holds a doctorate in education and continues to contribute to provincial and national conversations on recovery-oriented policy, system design and workforce development. His leadership is grounded in the belief that recovery is strengthened when systems create the conditions for connection, opportunity, belonging and long-term growth.

Bill Caldwell is the Executive Director at THI, overseeing all bed-based services and leading program development across the organization. With over 20 years of experience in addiction and mental health treatment, Bill has worked as a counsellor, coach, consultant, and director in both residential and outpatient settings. He is passionate about creating compassionate, effective systems of care that support long-term recovery. Outside of work, Bill enjoys scuba diving, motorcycle riding, exploring the outdoors, and spending quality time with his daughter, Georgia. He brings a deep commitment to healing and innovation to everything he does at RSG.

Elizabeth Loudon is the Chief Operating Officer of ROSC Solutions Group Inc. (RSG), where she provides operational leadership across the organization and supports the development, implementation and quality of recovery-oriented services and programs.

Elizabeth brings more than 23 years of clinical and leadership experience in addiction treatment and behavioural health. She is a Registered Clinical Counsellor, Certified Sexual Addiction Therapist and Certified Multiple Addictions Therapist, with areas of expertise including substance use disorders, compulsive sexual behaviours, trauma and disordered eating.

Throughout her career, Elizabeth has held senior clinical leadership roles across inpatient and outpatient treatment settings in Canada and the United States. As Clinical Director at Edgewood West, she supported residential treatment while also contributing to the development and oversight of six outpatient offices across British Columbia, Alberta and Washington State. She has also served as Clinical Director at Cedars at Cobble Hill and as Interim Clinical Director at Bellwood in Toronto during its integration with EHN.

Elizabeth has extensive experience in program development, clinical operations and quality improvement. Her work has included designing and implementing treatment programming, providing clinical oversight, supporting multidisciplinary teams and helping organizations strengthen consistency across services. She has also contributed to the development and implementation of addiction treatment programming in Saskatchewan.

In her role with RSG, Elizabeth oversees operational strategy while supporting clinical excellence, program development and the translation of evidence-informed practice into day-to-day service delivery. She works closely with clinical, operational and executive teams to ensure programs are responsive, sustainable and grounded in high-quality care.

Elizabeth takes an integrative approach to treatment and is trained in Cognitive Behavioural Therapy, Dialectical Behaviour Therapy, solution-focused therapy, family therapy, trauma-informed care and Accelerated Resolution Therapy. She is particularly passionate about developing programs that help individuals and families build recovery capital, strengthen relationships and create the foundations for meaningful, long-term recovery.

Jackie Muth is a seasoned medical professional with extensive experience in addiction medicine and healthcare management. As the Medical Director, Jackie oversees all medical aspects of our treatment programs, ensuring that residents receive the highest standard of care. Her compassionate approach and dedication to holistic healing play a crucial role in the recovery journey of our residents.

As Clinical Director, Lliam provides strategic oversight of The Healing Institute’s therapeutic programs and ensures clinical excellence across all services. Drawing on his own recovery journey and academic training, Lliam has developed a leadership style that balances evidence-based practices with compassion and innovation.

In his leadership role, he collaborates closely with senior management to develop programs that meet the complex needs of clients and uphold THI’s commitment to trauma-informed, individualized care.

Aidan is a compassionate mental health and addiction professional with nearly a decade of experience supporting individuals and families through recovery. Drawing on both personal and professional insights, he provides empathetic guidance to those navigating one of the most important decisions of their lives.

At The Healing Institute, Aidan leads the admissions process with care and professionalism, ensuring clients feel supported from their first call. He is also a passionate advocate for reducing stigma around mental health and addiction, committed to helping people take their first steps toward lasting change.
